iOS is blocking location before Safari sees it.
It refused instantly without asking you — that only happens when the block is at the system level, not the website level. Safari's own per-site setting cannot override this one.
- Open Settings (the iOS app, not Safari)
- Privacy & Security → Location Services
- Make sure the toggle at the very top is ON
- Scroll down to Safari Websites
- Set it to While Using the App
- Fully quit Safari — swipe up and flick it away, do not just go back — then open this page again
Step 6 matters: Safari caches the refusal for the life of the process, so reopening the tab is not enough.
This site was refused.
Safari asked and got a no, and it will not ask twice:
- Tap aA at the left of the address bar
- Website Settings → Location → Allow
- Come back and tap Try again
